Douglas Murray, PhD
Board President
Brigadier General Douglas J. Murray, United States Air Force (Retired) assumed the responsibilities of Chairman of the Board of the Colorado Military Academy (CMA) in 2023. Prior to that time, he held the position of Dean of Academics and Chief Academic Officer, New Mexico Military Institute (NMMI). In this capacity, he oversees a unique learning institution that fully integrates secondary and post-secondary education. NMMI has received the highest level accreditation for its College Preparatory High School by AdvancED and its Junior College by the North Central Higher Learning Commission. General Murray’s distinguished nearly 42 year Air Force career in education, administration, leadership and management began with his graduation in 1965 from the Georgetown University School of Foreign Service, Washington D.C. with a Bachelor of Science in Foreign Service (BSFS) (government, economics, and history).In 1970, he received his Master of Arts degree in government, history, and anthropology, from the Institute of Latin American Studies, at the University of Texas at Austin. He then completed his Doctor of Philosophy in international relations, comparative politics, and defense policy, in 1979, from the Graduate School of Government, at the University of Texas at Austin.
General Murray came to NMMI from the United States Air Force Academy where he served in a Presidential appointment as one of only 21 Permanent Professors in the Air Force. At USAFA, he held positions as Chairman of the Social Sciences Division, Professor and Head of the Department of Political Science and Vice Dean. As the Division Chairman, (the Service Academy position equivalent to a civilian university/college Dean) he oversaw, represented, and coordinated the five departments that comprise the division: Behavioral Sciences, Economics & Geography, Law, Management, and Political Science. As Permanent Professor and Head of Political Science, he commanded a department of 30 military personnel and high-ranking civilians, and was responsible for all curriculum, personnel, budget, research, and long-range planning. In addition, he was a member of the Academy’s major governing board, Chairman of the Graduate Studies Committee which oversees graduate programs for cadets, and the Chair of the Faculty Personnel Council that conducts the faculty academic promotion system.
General Murray entered the Air Force in 1965 as a Distinguished ROTC Graduate from Georgetown University. He served as a Titan II missile combat crew member and an intelligence officer in Thailand during the Vietnam War. Later, at the Air Force Academy, he was selected as the Vice Dean of the Faculty similar to the Deputy Provost at a civilian university. At the Pentagon he was the Deputy Chief of the Secretary of the Air Force Staff Group during part of the Carter and Reagan Administrations and worked with elements of the Reagan transition team. He also served as the chief of the Policy and Plans Division chief at Headquarters United States European Command, Vaihingen, Germany, during the Bosnian conflict. In that role, he was responsible for developing one of the first post-cold war Planning, Programming, and Budget Systems that was adopted throughout the European Theater. He chaired the strategic planning staff of the Air Force Education and Training Review Council, responsible for drafting the first Air Force-wide education and training strategic plan. He co-chaired the Dean of the Faculty’s Strategic Working Group, responsible in part for developing the USAFA capabilities-based strategic planning system and established the Dwight David Eisenhower Center for Space and Defense Studies. He is currently USAFA Professor Emeritus and Professor Emeritus of the Eisenhower Center. He has more than 30 years of educational experience at the secondary and post-secondary levels. He was a Peer Evaluator for the Higher Learning Commission that is the largest of the six post-secondary accrediting agencies accrediting over 1,000 colleges and universities.
During his nearly 16 years as the Chief Academic Officer at NMMI, he led a campus-wide effort to draft a strategic planning system and most recently a new Vision for the school. At the request of the Governor of New Mexico, he drafted and negotiated an agreement between NMMI and the Mexico State of Sonora, an agreement that has since been the basis for similar agreements by other New Mexico Universities. His current focus is to establish NMMI as a Global Military School for Leadership Development. To achieve that goal, he has been working with education and government organizations in the United Arab Emirates, Brazil, and several states in Mexico.
His other notable achievements include membership on the Council on Foreign Relations, Academic Associate to the Atlantic Council of the United States, Pi Sigma Alpha, National Honorary Society in Political Science, twice named Outstanding Young Man of America, graduate of the National War College Class of 1984, recipient of the Excalibur Award from Bishop Eustace Preparatory School, Life Achievement from Leadership Roswell, and he is author/editor of books, articles and studies on national security and Canadian defense policy. He currently is the Strategic Educational Consult for NMMI.
His major awards include the Defense Superior Service Medal, Legion of Merit with two oak leaf clusters, and the Meritorious Service Medal with one oak leaf cluster.
General Murray was married to the former Cathy Enright for nearly fifty years before her passing in 2013. They have two sons, one daughter, and seven grandchildren.

Robert Applegate, Phd
Secretary/Treasurer
Robert Applegate is a research scientist and analyst who currently serves on multiple Boards of Directors. Professionally, Mr. Applegate oversees and instructs individuals in scientific and/or business environments utilizing skills developed through a career performing research and design in academic, governmental, and commercial settings.
In addition to Colorado Military Academy’s board, Dr. Applegate is a key contributor to the Denver Museum of Nature and Science, Think360 Arts for Education, Plains Conservation Center and various start up company Scientific Advisory Boards. Dr Applegate has also served on the Board of Golden Schools Foundation and the Colorado School of Mines Alumni Association, as well as on the Advisory Board for the Colorado Commission on Higher Education.
Dr. Applegate has a B.S. in Engineering Physics from the Colorado School of Mines and from the same school, a Ph.D. in Applied Physics.

Mark Hyatt
Board Member
Mark Hyatt is a passionate educational entrepreneur. His favorite quote is: “If you save one child, you save the whole world”. Calling Colorado home since 1970, He’s served as an Air Force fighter pilot squadron commander, advisor to Secretary of Defense, current White House Administration and previous US President on school choice, safety, social climate and culture issues.
He’s also served as Vice Commandant at the USAF Academy, Director of their Center for Character and Leadership Development, President of the largest charter school in Colorado, The Classical Academy, and Executive Director of the Charter School Institute in Denver. He’s testified at the Colorado Legislature on behalf of school choice for parents.
Most important job: Married 46 years, three children and five Grandchildren. He’s proud to serve as Vice Chair of CMA Board because he believes in CMA’s mission of developing leaders of character who are inspired to excellence in all they do.

Cindy Schaefer
Board Member
Cindy Schaefer is a former high school educator and community teacher for English language learners (ELLs). She has experience in the non-profit world and has worked for 2 Fortune 50 companies. In addition, she has served on several community boards and another charter school board.
Married 44 years, Cindy has two children and seven grandchildren. She is passionate about educating the next generation.
Cindy has a B.A. in Spanish and Business from the University of Denver and a M.Ed (Education with a TESOL emphasis) from Regent University.

Kent Traylor
Board Member
Robert ‘Kent’ Traylor, Colonel, USAF (ret) is the founder of Multi-Domain Integrated Solutions, LLC, a consultancy focused on multi-domain operations across land, sea, air, space, and cyber including Joint All Domain Command and Control (JADC2). Previously, Kent spent 17 years with Lockheed Martin as a Programs Director and Principal Analyst focused on Department of Defense space programs, ground systems, launch and early satellite operations, and mission integration including military and commercial communications satellites, infra-red missile warning, and classified programs.
Before entering the Aerospace Industry, Kent served 30 years in the US Air Force with a final assignment as Vice Commander, AF Space Warfare Center, Schriever SFB. 25 years of his career included operational flying and command experience in the RF-4, F-15, and U-2. His AF staff assignments include NATO, the Pentagon, and the US Embassy, Canberra, Australia.
A 1975 Air Force Academy graduate, he holds Master of Science degrees in Systems Management from U. of Southern California, and National Security Strategy from the National Defense University and is a Distinguished Graduate of the National War College.
Kent is active in the local chapters of the Air Force Association, Armed Forces Communications and Electronics Association, is a six-term board member of the National Defense Industrial Association and President of the Pikes Peak Round Table. He serves or has served on other community Boards in Colorado Springs including the Peterson Air & Space Museum Foundation, the Serenity Park HOA and the Tri-Lakes United Methodist Church.

Chris Starkus
Board Member
Chris Starkus is from Santa Clarita, California. He is a food & beverage professional with over twenty-five years of industry experience. In that time, he has achieved numerous awards; including “Best New Restaurant 2018 (303 Magazine) and Best Eco-Friendly Restaurants in America (opentable.com, April 2019). In 2019, ColoradoBiz Magazine named him one of Denver’s Most Influential Young Professionals (Top 25 Under 40).
Chris is passionate about local sourcing and farm-to-table sourced cuisine. He and his wife Diana owned and operated their own farm (Lost Creek Micro Farm) for four years starting in 2017 in Lakewood, Colorado. Chris has been beekeeping for ten years and is a Journeyman Beekeeper. He started the rooftop apiaries at the Nines Hotel in downtown Portland, Oregon and the Oxford Hotel in Denver, Colorado. He also has contributed essays and appearances on a sustainable food & beverage lifestyle to 303 Magazine, themoderneater.com, 5280 Magazine, Heritage Radio and Slow Food Nations.
Chris Starkus is a member of the Pike Peak Mycological Society, loves to forage for wild
mushrooms in the mountains, fish, road and mountain bike, and simply be outdoors. He has been married for 19 years to his wife Diana and they have two children. Chris truly lives the modern sustainable lifestyle through his work bringing the whole community to the culture of transparency, eco-conscious eating and local sourcing. His approach to management favors authenticity, clear communication and transparency.

Brian Scott
Board Member
My wife and I have been married for 24 years, and we have five daughters. Our oldest is married and recently had our first grandson. I have been in business management since 2017 and a business owner since 2022. I currently own a Dairy Queen, Get a Grip Landscaping, and Get a Grip Power Washing. I also have seven years of law enforcement experience and eight years of experience in wind turbine repair and maintenance. I am an Eagle Scout and spent 15 years leading Boy Scouts. Additionally, I spent two years in Brazil on a mission for my church. In my free time, I enjoy camping, hunting, and fishing.
